Run your game as administrator
This is the first thing you can try to fix your MW2 crashing on lauch issue:
Step 1: Right click your Call of Duty: Modern Warfare 2 icon, then select Properties.
Step 2: Select the Compatibility tab, check Run this program as an administrator, and click OK.

Verify the integrity of game files on Steam
