Run your game as administrator
Step 1: Right click your Outriders icon, then select Properties.
Step 2: Select the Compatibility tab, check Run this program as an administrator, and click OK.

-force -dx11
Step 6: Run the outriders-win64-shipping.exe in the folder and see if this fixes your issue.
